Depending on whether you are working with an individual configuration, or with a ruleset containing multiple configurations, there are different settings you may need to double-check to ensure your banner correctly displays for users located outside of EU and EEA, such as users from United Kingdom and Switzerland.
Below are settings overviews depending on which configuration type you are working with.
TCF configurations have the option "Apply GDPR only to EU and EEA users" enabled by default. When this option is enabled, users outside of EU and EEA may not see the banner due to this setting. Disabling this setting would ensure the banner is displayed to all users instead.
When creating a new ruleset, you have an option to select your global (fallback) configuration that loads when no other rules apply, and select whether you want to display the privacy banner there.
When creating a regional rule, take care to select all countries or regions you want to use for the rule you are creating. For example, quick-select European Union bundle does not include United Kingdom and Switzerland.
Additionally, when adding a configuration to a regional rule, double-check how that configuration is set up. When setting up a rule encompassing EU, UK and Switzerland, ensure you do not enable geolocation rules on configuration level. For example, a TCF setting "Apply GDPR only to EU and EEA users" should be disabled when working with Geolocation Rulesets.
