Explicit consent means that the user has actively taken a consent decision and interacted with the consent banner. E.g. a website visitor clicked on the “Accept All” button.
Implied consent means that there was no active decision or interaction from a website visitor to signal their consent. E.g. if the user doesn’t interact with the consent banner at all. Instead they implicitly opt out of all non-essential services by continuing to interact with the website, ignoring the consent banner.
Implied consents occur directly with the page impression. All services that are set to “accepted by default” will receive an implicit opt-in, all others an implicit opt-out. If your visitor now clicks a button on the consent banner like “accept all” to save their consent, the explicit consents will be logged.
Explicit consent overrules implied consent and only explicit consents are reported.
